And why are you trying to install it?
you should already have it, as part of 5.18.0
Also, it is not a module by itself. it is part of Tie::Hash. so you
shouldn't try to install it anyway. And Tie::Hash is not on CPAN.

Somewhere in the chain something went very wrong if you are try to make
CPAN install module that it doesn't have.
