I recently released a new 0.2.x version of App-Sky
( http://www.shlomifish.org/open-source/projects/sky/ ;
https://metacpan.org/release/App-Sky ). App-Sky is a wrapper to rsync and
similar uploaders that uploads or updates a file and after it is done, gives
you a user-friendly URL that you can share, that can be downloaded using "wget"
or whatever.
I now added the "sky up-r" command which allows one to upload a directory.
