I have a PDL::Graphics::PGPLOT that I wrote ages ago. It uses Gnudaemon.pm to talk to gnuplot through some form of pipe/IPC and has an API of a subset of PDL::Graphics::PGPLOT. I do not know if it still works with current gnuplots and OS versions but if somebody wants to look at it/modify it I am happy to make it available.
