I agree, a lot depends on the audience and the message.
Moving the developer related links to the Development
page with a single tab in the sidebar seems good to me.

Similarly, the documentation could be consolidated but
maybe the FAQ should be in the sidebar as it could
have links to Tutorials and other commonly sought,
juicy PDL tidbits.

I think it is key that a new or potential new PDL user
can *easily* get started with PDL.  These questions
must be answered: what is PDL, where to get it, how to
install it, how to use it.

It was pretty ironic that with the now, much improved,
web site, the quick start for new users slipped off
top billing and the user had to post on the mailing
list to get started.  3-5 responses later that he was
able to follow and he was good to go.
