Sorry totally forgot that for PGPLOT don't even need to go the manual route
as I detailed here above.  It's easier to simply install the RPM Fusion
Non-free Yum repository (Yum instructions at
http://rpmfusion.org/Configuration under 'Command Line Setup using RPM').
Once that's set up simply run:

yum install pgplot-devel
cpan PGPLOT
cpan PDL

Much easier...
