My thought was that whatever dependency analysis
being done by the CPAN shell (or ExtUtils::MakeMaker)
is getting confused by the presence of two
PDL::Graphics::PLplot modules. No idea how to
work around the issue except report the problem
to the CPAN Testers folks to see if they have
a solution...

As regards the tester's results, I can't help but wonder if the blib
even got built.
Apart from the fact that 'make test' was attempted (which is normally a
sign that 'make' must have succeeded), I didn't see any evidence that
'make' was run ... and if the blib wasn't built, then
PDL::Graphics::PLplot certainly isn't going to load when the tests are run.
