What you can do is copy the Lib/GIS/Proj/Makefile.PL and Lib/GIS/Proj/Proj.pd to some convenient location that contains no other files.
Caveat: the "convenient location" needs to be somewhere *outside* of the PDL source tree - otherwise the "require PDL::Core::Dev;" fails.
