Using cpanm and metacpan's rapid mirror installation is even easier (you can find these links on the left hand side of a metacpan page).
cpanm http://cpan.metacpan.org/authors/id/C/CH/CHM/PDL-2.004_012.tar.gz (you might want to use cpanm -v to see the build output btw) Happy testing!
