My personal $0.02 (and worthy of that value) is that in order to allow
linking to external documentation into core docs, I would want to have
a name/email of the curator of that resource available nearby. In this
way if I should change that document I can contact all curators of
translations, if I notice that the link goes dark I can contact them
for a new link before removing, or simply to point out a mistake.

IMHO that might be a good policy to put in place. Of course there may
be other opinions.
