Thanks, Cliff and Derek, for the testing and answering! I'm not sure what is going on with PLplot. It looks like PLplot is being detected properly but is having some configuration issues of its own.
I'd been planning on holding off another Gnuplot release until Alien::Gnuplot was ready (it is in CPAN but needs testing on Windows, hint hint!), but I'll accelerate that and push out another update this weekend. The Github link is a good thing to try in the meantime. (Meanwhile, it seems that Chris is finalizing the long-awaited PDL release, which should be out in the extremely near future...)
