I haven't uploaded ppm packages for PDL-Graphics-Simple because I haven't
yet had the time and energy to get it working to my satisfaction. (At least,
that was the case last time I tried.)
I'll try to get that sorted this coming week.
In the meantime, if you have 'dmake' (which you'll find on CPAN) installed
and in your path, then you should be able to install PDL::Graphics::Simple
yourself by running:
cpan -i PDL-Graphics-Simple
Otherwise, just use the graphics module of your choice directly (instead of
via PDL-Graphics-Simple).
Note that PDL-Graphics-Simple is pure perl - it doesn't need a C compiler to
build.

I have no experience and more I do not have an environment to build the
module.
I would be happy to help if sisyphus or some other qualified person
could give an access to a 'for port' environment or give insights on how
to create a reliable one.
