Dear Okki,
it should begin (discussion/work) with the ministry of Finance (MoF) to look
their foreign DM debt and decide which is which (1st DM 50 mio) need to be
writen-off/swapped into the program. Set priority first (fr debt point of
view) then work/coordinate with Dept Pendidikan, Pengurangan Kemiskinan and
Lingkungan Hidup, and select which programs (based on plans yg telah
tercantum di tiap dept dan dilaporkan dlm APBN) suitable and acceptable to
the German's proposal. Then among these 4 ministries they could do some
crossing book entry, at the end of the day, no real foreign debt to be
payable to the German, up to DM 250mio (5 years).
