Chris: This is a microcaddisfly (Family Hydroptilidae). The larvae are aquatic, so this adult must have accidentally flown in from outside. According to Hilsenhoff's Aquatic Insects of Wisconsin, we have 10 genera and 50+ spp. from this genus in Wisconsin.
