SSH into a shell that has a good quality Internet, using X forwarding to 
ensure the browser you run is on the shell server not your PC (total bypass, 
will always work).  

Or

Set up a SOCKS proxy on a server you have access to (not 100% safe, will 
depend on ISP implementation).
