HI Dave, Sounds like you've been having a 'mare of a problem.
Like you say, the ideal situation is Linux / MySQL and you won't have a problem running phpBB on that. In regards to getting your problem fixed, I would recommend getting in touch with a host who is experienced in both windows & linux, who should be able to help. I can recommend Phil at http://www.openmindhosting.com/ who we've directed some of our clients to. When dealing with them, we've had no problems, and they are always happy to help.
