I personally think pat testing as a whole is ridicolous,  the only real valid 
test is continuity of the earth conductor on class 1 equipment.  After that its 
all pratically visual.  Unfortunately its one of those cases of we need to 
replace peoples common sense with procedure! Just in case!

Thanks for the link Iain.  The HSE guidance seems very sensible and
debunks a lot of the mythology that has grown up around this topic. 
I've found two really helpful PDFs there:

It's pretty clear from these that a lot of people are going way over the
top on PAT testing.  It reminds me of the days when I was involved with
quality issues on defence products.  The amount of BS that people talked
about what the standards required was mind boggling.  If AQAP-1 had
contained everything that people said it did, it would have occupied a
shelf 20 feet long.  It was actually less than half an inch thick.
