can we remove the mercurial instructions now (while still having them
work)?
I think we can reduce it to one line saying that users who prefer
Mercurial can use the mirror at https://bitbucket.org/petsc/petsc-hg to
access the 'master' branch from petsc.git.
okay, I'll change this while preserving a minor note that a Mercurial
mirror is still available.
