[petsc-dev] Support for complex scalars in VECCUDA

Hi Karl,

We would like to add support for complex scalars in VECCUDA and MATAIJCUSPARSE. 
This is almost finished and we plan to create a new pull request for this. Is 
PR #421 ready to merge?
