[petsc-dev] PetscLayoutFindOwner and PetscLayoutFindOwnerIndex

Hello,
These two functions use a parameter “owner” of type PetscInt*.
Shouldn’t this be PetscMPIInt*?
This implies changes left and right, so I want to check I’m not pushing an 
incorrect MR.
