from my angle of view the wish to simply convert the rules with a tool or
something else makes no sense since there was a 'real' development in the
meantime (between those versions of OBSD).
It will cost you maybe 3 to 4 hours to read all relevant information and
bringing up your new pf.conf, but you'll be up to date (whatever that is :-)
