Yes, I think authpf could be a good idea. I'll try to implement WARTA
with PF and then I write here my experience.

You don't say if you've looked into authpf(8) at all. If you haven't,
taking a look at the PF user guide's authpf chapter[1], the authpf man
page[2] of for that matter the sample setup in my tutorial[3] may be
worthwhile.
