[pgAdmin4][runtime][Patch]: Fix RM #2559

Hi,

Please find attached patch file for the fix of below issue in runtime.

      RM #2559 -  Toolbuttons ( Back/Forward/Close) on tab become 3D.

I have tested with all 3 platforms. Do review it and let me know for
comments.
