you could also try something like this:
./configure --with-pgsql-include '/usr/include/pgsql -I /usr/include' ...
in your spec file.

TIP 2: you can get off all lists at once with the unregister command
(send "unregister YourEmailAddressHere" to [EMAIL PROTECTED])
