This is part of this commit 1270bcd192729d95cb5e2aa687e5ba1c366b7f5f, done by Dave, to enable dynamic build on Windows. I don't know Windows build enough to be sure, but are you sure you changed your build to a dynamic one? I know I had issues with building on Windows right after this change. It wasn't Dave's fault, but mine. I forgot to select the right build (IIRC).
