If you've done that, then you really have removed everything except for a handful of registry entries. To completely start over you should:
- Uninstall pgAdmin - Ensure the original installation directory is removed entirely. - Remove "%APPDATA%\pgAdmin" (not %APPDATA%\pgAdmin4) - Remove "HKEY_CURRENT_USER\Software\pgadmin" from the registry - Restart (probably not required, but...) - Reinstall pgAdmin.
