The application server could not be contacted Error

I was trying to use pgAdmin4 to connect to a database, but I get "The 
application server could not be contacted. I have tried reinstalling Postgres 
numerous times, as well using other solutions that were available online, and 
nothing seems to work. I was hoping you could provide me some assistance to 
fixing this issue.
