  1.  Frequently the cursor changes to the compass one used for moving things 
around and no matter what I do I cannot get it to change back to a pointer and

3-finger swipe) will often scroll the Browser pane instead of the data pane,

My OS version is MacOS High Sierra 10.13.3 running on a 27” Late 2015 Retina 5K 
iMac.

Can anyone suggest how to resolve these issues or are they bugs?

They seem to be incompatibilities between High Sierra and QtWebEngine. Please 
try the test build at https://developer.pgadmin.org/~dpage/runtime-revamp/ 
which will use your default browser instead.
