You need to export the variables (that's how our container does it), or run
it all from one command, e.g.

root@pgadmin:~# PGADMIN_SETUP_PASSWORD=abc123
PGADMIN_SETUP_EMAIL=jo-d...@xxx.xx  /usr/pgadmin4/bin/setup-web.sh --yes
