cannot start pgadmin4-9.11-x64 after installation

Hello
I downloaded  pgadmin4-9.11-x64, started set up, went through installation
process, after finishing try to open installed pg Admin4- and again see
welcome to setup pgAdmin 4 wizard.. What am I doing wrong?
on my PC- windows 10 Pro.
