No - and I can't reproduce it on my 10.12 (Sierra) machine :-/ The zoom level is saved in ~/Library/Preferences/org.pgadmin.pgAdmin\ 4.plist If you have XCode installed, you can edit the file (when pgAdmin isn't running) - set the Browser.Zoom property to 1.
