Franklin, boa noite Para voltar um PITR altero o arquivo postgresql.conf e desativo o archive_command e outros parâmetros, caso o servidor seja diferente do original. Creio que você está voltando o PITR em outro servidor, pois no log aparece o erro "No such file or directory". Nesse caso acho que o diretório não existe ou o Postgres não tem permissão no diretório. Após todo o sucesso de recuperação do servidor reativo o archive.
