Unless I have not understood the explanation of the situation
properly, I agree. All you'll have is a growing MTA mail queue that
will keep all those petitions waiting and then you'll have to do a
flush of it (or wait for the MTA to reach the timer, usually set at 4
hours).

Not the case you find usually, and just to let you know that online
recovery would work in your scenario without the need to stop the
service, but it's the safest possible approach. :)
