[ADMIN] Locale support

Hello.

I've  just  successfuly  installed locale support, but steel
have  one  problem:  trough upper() and lower() work fine ~*
comparison  fails.  This is not of much trouble as I can use
lower(smth) ~ 'substr',  but I thought  may be it's a bug in
implementation   of   ~*  ? I think it's not locale problem,
because   perl   script    with   this   locale  successfuly
searches and sorts case insensitive strings.
