It seemed to work okay for me. What specifically was the problem?
bash-2.02$ createuser user
Enter user's postgres ID -> 7000
Is user "user" allowed to create databases (y/n) n
Is user "user" allowed to add users? (y/n) n
createuser: user was successfully added
don't forget to create a database for user
