    Sure that this is a v6.3? Hmmm - don't remember that the fmgr
    changes to enable PL's are that old. But I'm nearly sure that

    The  lates  (little improved) version of the PL/pgSQL sources
    is part of the v6.5 dist. You might want to grab 'em  out  of
    that and try if they build AND RUN with v6.3.
