Try creating a user and giving them the ability to create new users and databases. The file you've been editing specifies which people are allowed to connect to the database system and how they must authenticate themselves. It does not specify privilidges within the database system. That stuff can be controlled by GRANT and REVOKE. - -- Andrew G.
