I forget the exact reason, but I ran into this before. There is some kind of dependency between openssl and kerberos 5. Try:
./configure --with-openssl --with-krb5=/usr/kerberos
I have to do this with Apache also on Redhat 9. However, this step is not needed for Redhat 8. Looks like Redhat just goofed and forgot to put /usr/kerberos in the default include path for RH9.
