The problem isn't that you are posting in the wrong place, or that the right people aren't listening. The problem is that after repeated attempts, we haven't been able to figure out exactly what is going wrong here. It's not even clear to me whether this is a PostgreSQL bug, an installer bug, or expected Windows behavior caused by some non-obvious aspect of your configuration.
