Log new catalog xmin candidate in LogicalIncreaseXminForSlot(). Similar to LogicalIncreaseRestartDecodingForSlot() add a debug message to LogicalIncreaseXminForSlot() reporting a new catalog_xmin candidate.
This just adds additional diagnostic information during logical decoding that can aid debugging.
