Remove unused PageIsPredicateLocked() The last caller of PageIsPredicateLocked(), an assertion in B-tree VACUUM, was removed in commit 47ad79122bc, leaving the function unused.
Remove its implementation, declaration, and entry in the list of predicate locking interface routines.
