`CheckFunctionHasOutParameters'.
(CheckFunctionNeedsColumnDefinitionList): Check return type and presence
of OUT, INOUT, and TABLE arguments.
(CheckFunctionHasOutParameters): Delete method.
* testsuite/noninteractive/NUnit20/CommandTests.cs
(StatementOutputParameters): Test a multi-row result set.
(ReturnSetofRecord): New method.
[#1010779] Respect CommandTimeout in first function call w/ string parameter.
Added test cases. Thanks Noah Misch for tests.
