Here is what I get when I try:

postgres=# select cast( cast( 1000 as integer ) as char );
 bpchar
--------
 1
(1 row)

postgres=# select cast( cast( 1000 as integer ) as char(10) );
   bpchar
------------
 1000
(1 row)
