Newer versions of pg_dump are usually able to dump data from older PG versions, so in theory you ought to be able to suck your data from the old DB and load it into a newer one. I dunno about 7.1 -> 8.3, though - that's quite a gulf! If that doesn't work, maybe you could try 7.4.23 which is still supported and available from the website.
