thanks a lot. It works for me like this:

CREATE OR REPLACE FUNCTION user_cursor_test(refcursor,text) RETURNS refcursor 
AS $$
BEGIN
        OPEN $1 FOR EXECUTE 'SELECT name FROM ' || $2;
        RETURN $1;
END; $$ LANGUAGE plpgsql;
