Maybe I'm missing something, but why not something like (incoming
pseudo-SQL):
Select part_number, max(priority)
From (
Select part_number, priority from TableAndCriteria
Union all
Select part_number, priority from TableAndCriteria
Union all
Select part_number, priority from TableAndCriteria
) as allTables
Group by part_number
