If I understand you properly (not sure), I pretty commonly get around
this via 'cat'.

cat \
  <(echo "BEGIN;") \
  <(echo "\set ON_ERROR_STOP") \
  foo.sql bar.sql etc
  <(echo "COMMIT;") \
  | psql ...
