Changing the function sinature seams to have solved the problem:
CREATE OR REPLACE FUNCTION ceilDecimal(num numeric) RETURNS float AS

BEGIN
RETURN CEIL(num * 100) / 100;

SELECT ceilDecimal(0.07);
ceildecimal
-------------
0.07
