Probably Powerbasic or Realbasic would do what I want, and I would feel comfortable with them, but they are rather expensive.

Maybe consider doing web-based forms. PHP is free and you can get the source of phpPgAdmin which shows how to do just about anything you might want including forms-based editing and query browsing.
