Ah, yes, true, I didn't look far enough back. The new file can be downloaded from <https://raw.githubusercontent.com/PGBuildFarm/client-code/75efff0fbd70ca89b097593824911ab6ccbd258f/PGBuild/Modules/TestUpgradeXversion.pm> - it's a dropin replacement.
