That is, the for loop in function smgrdestroy() and smgrdounlinkall can be
replaced with smgrclose().
for (forknum = 0; forknum <= MAX_FORKNUM; forknum++)
smgrsw[reln->smgr_which].smgr_close(reln, forknum);

smgrclose(rels[i]);
